In Suzane Collins’ dystopianHunger Gamestrilogy, after the districts of Panem rebelled against the oppressive rule of the Capitol, the Hunger Games were imposed by the latter as a punishment to remind the districts of the consequences of disobeying their authority. The Games serve as a means to instill fear in the districts and discourage any thoughts of rebellion, but also as a massive spectacle to entertain the citizens of the Capitol. Every 25 years, the Hunger Games celebrate a special edition known as the Quarter Quells, where the Games get a unique and unpredictable twist, making for an even bigger and more extravagant spectacle and further reinforcing the Capitol’s control over the districts to each new generation.
Unlike the regular Hunger Games, which are already brutal and deadly enough, the Quarter Quells introduce new mechanics, unexpected challenges, and changes to the traditional rules, resulting in more suffering for the tributes and a bigger impact on the districts. These twists can include changes in the tribute selection process, the age range of the tributes, alterations in the arena, and other creative and sadistic variations. The Quarter Quells play a crucial role in theHunger Gamestrilogy, and each of these special editions changed the fate of Panem one way or another.

The First Quarter Quell
When the Hunger Games were first founded, several Quarter Quells were planned out in advance, and the instructions and twists for each edition were kept in sealed envelopes inside a wooden box. Sincemaking these Games is a harder challenge, as they include special celebrations and require more planning, several months before each one, the President takes the corresponding envelope and reads it on live television to announce the theme of that year’s Quarter Quell.
When the laws of the Games were laid out, they dictated that every twenty-five years the anniversary would be marked by a Quarter Quell. It would call for a glorified version of the Games to make fresh the memory of those killed by the districts’ rebellion.
For the 25th edition of the Hunger Games and the first ever Quarter Quell, the Capitol introduced a sinister twist. Instead of selecting the tributes through the usual reaping lottery, the districts were forced to choose their own tributes. Each district had to decide which of their own children would face the horrifying fate that awaited them in the Games. This weighed an even worse on the selected tributes, as it would mean being sent to die by the hands of their own people. This Quarter Quell set a precedent forthe Capitol’s cruel creativity, and this brutal manipulation tactic further enforced their control and dominance over the districts. The victor of these Games is unknown, but it is assumed that they died before the events of the trilogy.
On the 25th anniversary, as a reminder to the rebels that their children were dying because of their choice to initiate violence, every district was made to hold an election and vote on the tributes that would represent it.
The Second Quarter Quell: Haymitch Wins
To commemorate the 50th anniversary of the Hunger Games and the second Quarter Quell, the Capitol took the cruelty one step further. Instead of the usual rule of reaping one male and one female tribute from each district, two of each were selected. This effectively doubled the number of participants to 48, drastically lowering their chances of survival andmaking the Games an even more brutal blood-bath. This sadistic twist made the games nearly unwatchable, which only highlights the Capitol’s desire to entertain its citizens at the expense of the districts.
On the 50th anniversary, as a reminder that two rebels died for each Capitol citizen, every district was required to send twice as many tributes.
Haymitch Abernathy, who would laterbecome a mentor and allyto Katniss and Peeta, emerged as the sole victor of this brutal event. The then 16-year-old tribute managed to do so by outsmarting the Capitol and using the arena to his advantage. Throwing a pebble over what seemed like a cliff, he discovered the force field surrounding the arena when the pebble bounced back. When there were only two people left, Haymitch led the remaining tribute in the force field’s direction, who threw an axe at him. Haymitch docked and the axe bounced back off the force field, hitting his opponent andmaking Haymitch the last one standing. President Snow, however, saw Haymitch’s use of the arena as an insult to the Capitol and an act of rebellion. A traumatized Haymitch returned home only to find that his family and girlfriend had been murdered by Snow as a punishment for his stunt in the Games.

Following Katniss and Peeta’s historic victory at the 74th Hunger Games as the first pair of tributes to ever be crowned as winners, the third Quarter Quells took a more sinister turn. As seen inCatching Fire, arguably the best entry in the series, tributes for the 75th edition were not reaped from the standard pool of district children, but were instead selected from the existing pool of victors from each district, regardless of age. This forced Katniss to participate again, asshe was the only female victor from District 12. This diabolical twist from the Capitol intended to destroy all hope within the districts by pitting experienced, battle-trained victors against each other. As Katniss and Peeta returned to the arena, the Capitol inadvertently sparked the rebellion they were so desperately trying to avoid. These Quarter Quells marked the beginning of a resistance, where tributes and district citizens united against the Capitol’s tyranny.
On the 75th anniversary, as a reminder to the rebels that even the strongest among them cannot overcome the power of the Capitol, the male and female tributes will be reaped from their existing pool of victors.
AfterPresident Snow made the announcement, there was speculation surrounding the twist for this edition of the Quarter Quells. Many became convinced that it was not planned from the start, as it would have been just too convenient. It was heavily implied that the twist was either swapped from a future edition or designed specifically to force Katniss back to the Games as a way to stop the rebellion. A deleted scene in theCatching Firemovie features Plutarch Heavensbee, the Head Gamemaker, in a room full of small numbered lockers, each containing the twist for a future edition of the Quarter Quells. He opens the locker for the 75th edition, and burns the envelope containing the original twist.
The bird, the pin, the song, the berries, the watch, the cracker, the dress that burst into flames. I am the mockingjay. The one that survived despite the Capitol’s plans. The symbol of the rebellion.
Many tributes had a plan to break the tributes out of the arena for these Games, and were willing to sacrifice their own lives to keep Katniss alive, as she was the symbol of the rebellion. The event was cut short whenKatniss shot an arrow at the arena’s force field, blowing it out. This made the Capitol carry out the bombing of District 12, which kickstarted the Second Rebellion. Since the Games were interrupted, no victor was crowned for this Quarter Quell. Six tributes made it out of the arena alive: Katniss, Finnick, and Beetee, who were rescued by District 13 rebels, and Peeta, Johanna, and Enobaria, who were captured and taken hostage by the Capitol. The events of the third Quarter Quell and the rebellion eventually led to the overturn of the Capitol, the liberation of the districts, and the end of the Hunger Games.
